Expos­ing Risks, Advanc­ing Account­abil­i­ty and Restric­tive Gov­er­nance in Marine Geoengineering

As cli­mate impacts accel­er­ate, calls for urgent action are grow­ing and inten­si­fy­ing around the world. Regret­tably, the gap between the trans­for­ma­tion that sci­ence and equi­ty demands and the scale of present cli­mate com­mit­ments is increas­ing­ly being filled by pro­pos­als to research, test, and deploy spec­u­la­tive and risky geo­engi­neer­ing tech­nolo­gies — the delib­er­ate large-scale manip­u­la­tion of the Earth’s sys­tems in an attempt to mask or off­set some of the symp­toms of glob­al warm­ing. Marine envi­ron­ments are par­tic­u­lar­ly tar­get­ed for geo­engi­neer­ing exper­i­ments and deploy­ment. 

With decades of expe­ri­ence fol­low­ing the devel­op­ment of marine geo­engi­neer­ing, com­bined with proven exper­tise in law and pol­i­cy, CIEL works to edu­cate, equip, and mobi­lize civ­il soci­ety part­ners, pol­i­cy­mak­ers, and the wider pub­lic regard­ing cli­mate geo­engi­neer­ing and the risks it pos­es to ecosys­tems, wildlife and bio­di­ver­si­ty, and human rights. CIEL’s key strate­gies are to expose the harms of marine geo­engi­neer­ing, devel­op and social­ize capac­i­ty build­ing resources, and engage in inter­na­tion­al fora to influ­ence pol­i­cy­mak­ers’ deci­sions on marine geoengineering.
